This problem come back again and i can't log in ???

There is the ability to report abuse from Neighbors account in IM+.

When several users report abuse from an account, account gets blocked.

We investigate the cases and unblock the accounts which do not violate the terms of use.
However there is no way to forbid one to report again on the same account for now.
We are working to implement some limitations that would improve the situation.

meme, if your account is still banned, please submit the support request from the application (More / Settings - Info - Support).
